Ethics Policy and Complaint Policy
The purpose of the City of Lewiston’s Ethics Policy is to establish the ethical standards of conduct expected of all municipal employees by setting forth those acts or actions deemed to be in conflict or incompatible or to create the reasonable appearance of conflict or incompatibility, with the best interests of the City.

Complaint Reporting
To Report Suspected Violations of the Ethics Policy, Please See Below:
It is important to familiarize oneself with the Whistleblower Protection and Reporting Policy (adopted 12/4/12 by City Council) prior to submitting any report of a suspected Ethics Policy violation.
If you believe that any City employee, municipal elected official, committee member, or City-appointed volunteer is suspected of violating Lewiston’s Ethics Policy, please thoroughly read instructions below - thank you.
If you, a city employee, municipal elected official, committee member, or City-appointed volunteer/intern, believe there has been a suspected ethics violation including but not limited to; sexual harassment, unlawful harassment, discrimination, safety, etc by a city employee, municipal elected official, committee member, or City-appointed volunteer/intern, you may file an ONLINE Complaint Form print, complete and mail in a Complaint Form (Hard Copy); or send by email (email to be posted shortly).
If you, a city resident, believe there has been a suspected ethics violation ethics violation including but not limited to; sexual harassment, unlawful harassment, discrimination, safety, etc by a city employee, municipal elected official, committee member, or City-appointed volunteer/intern, you may file an ONLINE Complaint Form; print, complete and mail in a Complaint Form (Hard Copy); or send by email (email to be posted shortly).
The Complaint Form is also available at all municipal building employee information areas and on the second floor of Lewiston City Hall, 27 Pine Street, near the City Clerk’s Office.
City Administrator Reporting:
If you, city resident, a city employee, municipal elected official, committee member, or City-appointed volunteer/intern believe there has been a suspected ethics violation including but not limited to; sexual harassment, unlawful harassment, discrimination, safety, etc by a city administrator, please see the below Section 5.2.4 from the Whistleblower Policy:
All reports or written complaints submitted by officers, community members, or employees regarding the City Administrator shall be submitted to the City Attorney. The complaint must be in writing and mailed to the City Attorney c/o Martin Eisenstein, Esq., Lewiston Complaint Program, P.O. Box 3070, Lewiston, ME 04243-3070.
Anonymity: Per Section 5.3 of the Policy, although every effort will be made to protect the anonymity of the complainant, there may be situations where anonymity cannot be guaranteed.
De Minimus Reporting: This listing includes things of value that exceed $25 that have been reported to the City Administrator’s Office. This listing is in accordance with Section 6.6 of the City of Lewiston Ethics Policy. Listing
